Think about what you just said because if we had that law, people would wait to get coverage until they got sick.

To solve the problem of people with pre-existing conditions they should be made to stay with the company they presently have and those who didn't have insurance would go into a pool in which all insurers are required to take a percentage. However, these "pool" rate people will not receive an automatic upgrade to what they call "Cadillac" plans. It should be a bare bones coverage that meets the need of ordinary people. This would still be an unacceptable cost, but lower.

Now having said that I don't believe such a plan should be forced on people.

If legislation is needed, all it takes is "ONE SIMPLE PIECE OF LEGISLATION" to declare that insurance companies may not discriminate on insuring people because of a pre-existing condition.

Can the same thing apply to home owners insurance if the pre-existing condition is that my house burned down?

We Americans don't want or need this Obamanation control of every aspect of our lives from before birth

I agree (both in the sense that I don't want it, and in the sense that I think most Americans don't want it).
