Well sure, Medicare contracts out claim processing and other low level admin work because it's likely cheaper than if they did it with gvmt workers, but it's not like there's duplication of admin costs as you seemed to suggest...Medicare is essentially run by HHC the DOL and SSA...total admin costs are less than 1/3 of those of private insurance...fraud is estimated to be 60B/year, which should be reined in. I liked one of the ideas that came from Obama's HC summit...a republican senator or congressman suggested that the gvmt hire and plant stealth undercover patients. The dems seemed to like the idea, but that seems to be something they can do today.
