What politicians want to do is look good by imposing mandates, and then let the insurance companies look bad by raising the premiums to cover the additional costs.

The biggest cost saving of allowing interstate sales of insurance would be elimination of mandates in over regulated states. It would be interesting to see if over 10% of the population of Massachusetts carried in state coverage after three years of interstate competition. If mandates were lowered they would.
