Bridges and roads with exception of the interstate system, are a state matter. IMO Feds should reduce those funds not increase them. They canceled the F-22 and the F-15, F-16, and F-18 are aging. We need to stay in front of the rest of the world with stealth fighters. The planes are already in production and to stop it now would cost more than several planes with nothing to show for it.

Is this the jet you were asking about? Why can't you stay on topic instead of switching subject's? I don't think your mind can properly organize data.

It might as well be. Have you looked at the specs? It is intended to replace most of the small jets in the military. It is a huge technological challenge.

Not really sure why such a thing is needed. But that is a different question.

But - "Donley indicated that the Pentagon will stick by the F-35 because there is no other alternative and because it would be more expensive to stop the production lines and then restart them." - is correct.

The F-22 has already been cut and capped, and even if you think 186 fighters (or more like 120 to 130 combat ready fighters after you includes training, testing, and occasional crashes).

The F-15s and F-16s are getting old, falling behind in technology, and beginning to wear out physically.

Any new program would be more expensive, as the program start up cots (esp. but not just R&D) are a large portion of the total costs (and have become more and more so as we have tended to buy fewer units of each new weapons system).
