You can't have things BOTH ways. Either Presidents ARE responsible for deficits or they AREN'T..

Let's look at Carter. Carter had a democratic congress right? WHAT was the TOTAL deficit accumulated under Carter during his 4 years??? Didn't Carter's 4 years produce LESS total national debt than Reagan's first 2 years??
