What does not charging for births, while also not giving tax credits of children, have to do with people being uneducated? Nothing as far as I can see.

Theoretically you could take that charge and throw it in to education, or the family could take the tax credit and use the money for education, but there really is no connection here. I could win big in Vegas and donate the money to education, but that doesn't make gambling an educational effort (except in the sense that if you lose all your money, hopefully you will have learned something <g>)
