Not really. I'm dealing with the assumptions behind the original idea, and the implications of those assumptions.

The most basic assumption, the core point that seems to be driving the idea, that births or just the existence of a person within a nation is a cost, seems to be false.

Sure citizenship usually has a value to the citizen, but it isn't a zero sum game. That value isn't taken from anyone else, it doesn't reduce the value available to others, in fact it tends to increase it.
