To ELIMINATE the "Too big to be allowed to fail" problem. Again the bigest part of the problem is the concept in the minds of politicians and other people with power. Don't consider anything to big to fail and the problem mostly goes away, since generally companies are not to big to allow to fail even when its claimed that they are (and also because not allowing companies to fail because they are considered too big encourages firms to get bigger).
