Well than maybe that use was illegitimate as well, but it was a much smaller issue.

Actually I'm almost certain it was not used to establish CORBA benefits, but rather to extend them. Which makes it an even smaller point.

Apparently it was also used to create CHIP which is an entitlement. But that vote was 85-15 so reconciliation was not used to bypass a filibuster, 85 votes can easily quash any filibuster.
