That sounds like a reasonable process. But - Naturally there would be SERIOUS POLITICAL COSTS for any party attempting to 'game' the system, or pushing for frivolous 'emergencies' time and again. Only if there is consistent support behind the idea of a balanced budget. If people don't care so much about balancing the budget the repercussions would probably be relatively mild. Which is why I said such support is key. With it different possible mechanisms can work. Without it, not so much.
