They should build stuff we need and will use! Non productive investment is a killer for a business - but for a politician it is near term votes at the price of national ruin.

BTW - the Seattle "light rail" project is a complete financial joke! The type of waste you sometimes rail against!

You are absolutely correct though that if people don't use it it is a waste of money.

Was using the Houston Literail system last spring while my father was in the hospital.. Very nice system, but fatally flawed because there was no enforcement on paying one's fare. Supposedly they were supposed to have random police coming by and making spot checks for tickets but I never saw one in the 3 months I used it.
