Duh! It's because they waited too long and had to build through extremely densely built up areas. Had they waited it would have been more expensive yet. There is NO room for more roads in this corridor between the mountains and the sound. They just have to figure out a way to move people - give me an alternative. And as great as your suggestion was to tax oil so people drive less - great - and then they will have to take an alternative transportation system - like public transportation.
