It certainly doesn't indicate any ignorance that we are only a small part of the world. One can know that we are only a small part of the world, even have detailed information as to the percentages of world land area, population, GDP, and all sorts of other figures, as well as a good general non-statistical impression of this reality, and still think that learning another language was not vital.

That would be true even if learning another language actually was necessary, and for most Americans it simply isn't. So rather than reflecting ignorance it reflects an accurate assessment of reality.

"Necessary" (or vital to use my alternative formulation) is a high standard.

Useful, interesting, important... Any of those and you might have something of an argument, but "necessary" is clearly false for most Americans.
