Upon reflection, with the US having a high school graduation rate of 70%, that 15% looks pretty good.... Visit the rest of the world and see what an ass you feel like when all you speak is English....and the Europeans speak 2 or 3 languages.... And I do agree with you, "necessary" is false for Americans if only 70% can finish high school.....right in line with GOP goals....
