Congressional advocates finagling a bill so that is scores well in the formulary is a tool used by partisans to make whatever they are advocating look better. So are you saying the CBO score is false? The methodology is flawed? Yes the Dems "finagled" to get a good, deficit reducing bill. What could possibly be wrong with that? You would rather have it increase the deficit and go down in flames than have it make fiscal sense. "Finagling" is a good thing. It's called fiscal restraint in some quarters.
