I mean the BULK of the revenue is merely being TRANSFERRED from the corporate welfare that is bring currently paid out to the 'Medicare Advantage' programs.

Its a bit of a stretch to call Welfare Advantage, corporate welfare, even though it does have some connection to the idea. Yes money goes to the corporation, but its not a straight handout, its to get lower prices for the subsidized consumers. "Corporate Welfare" isn't precisely defined, but "payments to corporations by government" aren't enough by themselves to make something qualify.

And this program is bigger than Medicaid advantage. The bulk of it is paid for through tax increases. I'd say a significant part isn't paid for at all, but even if it really does reduce the deficit, it increases spending by a lot.

If your going to count social costs, than I get to add in the social costs and dead weight loss of the program itself and the taxes to pay for it. Either the issue is the fiscal situation (which you seem to want to concentrate on), or its the larger total results from the bill. It isn't fiscal impact, plus positive non-fiscal impact, but no count of negative non-fiscal impact.
