it seems odd that the government would pay $75K a year for a patient in a nursing home instead of $40K a year for a resident in an assisted living facility.

It is pretty obvious to me. When the Gov subsidises, people figure a way around it. A lot of older people transfer their property to their kids so they can qualify for assistance. People can go into a nursing home if the Gov will pay. But they don't want to face that kind of life.

If they can get 40K a year for help, everybody will want to get into the act. Costs will really skyrocket.

As I said when I started this subject, I don't know of any good way to handle it.
