It is pretty obvious to me. When the Gov subsidises, people figure a way around it. A lot of older people transfer their property to their kids so they can qualify for assistance. People can go into a nursing home if the Gov will pay. But they don't want to face that kind of life.

There's a 5 year lookback period with disqualification from Medicaid for a time. If you transfer $100,000 to kids within 5 years of applying for Medicaid, then you're disqualified from Medicaid for a time. Formula is Amount of Transfer/Average Amount for a Month of Care in your Area.

$100,000/$5,000 = 20 month disqualification.
