Even then, let's say the cost burden of covering those with "pre-existing conditions" is about 10X the premium. You would have to find 9 healthy people to cover the cost of one "pre-existing condition."

Who do you think picks up the tab if someone has a pre existing condition, can't get insurance and ends up in the hospital and can't pay the bill?
