What's been kicked down the road is actually making the cuts. That kicking will probably continue, meaning the costs will not be reduced as expected, meaning the deduction for these savings shouldn't be counted or should only partially be counted.

But the CBO accounting for it includes the full amount as savings. I can't really blame the CBO, if the bill includes the reductions they have to score the bill as if they will actually happen, but since the real cuts have been kicked down the road for years I expect that trend to continue.
