Doesn't mean jack. The Democrats authored the bill to make the CBO numbers look better than reality. It's a HUGE separation between the letter of the law and the spirit of the law.

Meanwhile, Obama made this spectacular claim at a political rally:

That's a bald-faced lie. Not only that, but a man from Harvard should not make stupid math mistakes like that.
