The Republican ideas of developing interstate competition and lower tort claims would have gone a long way to making things easier on folks.

I don't know if those two items would drive that much savings. California's economy is already the 10th biggest in the entire world, and California health insurance is very expensive. Lack of interstate competition isn't the cause of California's high costs.

Health care reform should attempt to reduce insurance's role in health care, and allow the market to do the rest. Something along the lines of minimum deductibles being $1,000. So individuals pay for their own lost cost health care, and insurance kicks in for the big stuff. Sort of like if you scratch a car, you pay, not insurance.
