Well, we don't use a true majority rule. Bush won without the most votes in 2,000. Each state gets two senators regardless of population.

The problem has more to do with the sophistication of the voters than it does with the system. Sophisticated voters would not have allowed segregation in the south for 100 years after we rid ourseves of slavery. Voters in the south could have done away with the Jim Crow south anytime they wanted.

And we would not have had slavery during the inception of our country.

The real problem is trying to find a political system that can fairly go around the human condition of ignorance and insanity.
