I simply suggest though that (when comparing / contrasting different policy proposals) it is helpful to compare 'apples to apples', and define the same problems that you are seeking to solve. I mean if ONE policy is aimed at establishing insurance coverage for tens of millions of citizens currently without, and another proposed policy is not about that same goal at all... then we are really not talking about the same problems any more, are we? Nothing 'wrong' with that, it's just that we need to be clear.
