I believe the $28 only represents an estimated price, based on somehow on the price at the time of the registration filing. If memory serves me from other companies' secondary offerings, this estimate does mean that the offering will be done at this price, but rather, is only used for purposes of calculating filing fees.

Can anyone confirm this?

The price in the registration statement of slightly over 28/share is just for the purposes of determining the registration fee that is paid. Actual offering price can vary and will be close to or at market.
