A carbon tax is a solution that's further to the left than Cap and Trade.

I'm not sure I'd agree with that. A tax involves less control over the activity than forcing emitters in to a cap and trade system. Yes Cap and trade is an attempt to use market forces, but only within the government constructed system, and a pigovian tax is also an attempt to use market forces.

Command and control orders for reductions would be to the left of either.
