Had it not been ruined by the bill, the cost might well have dropped to 20B/year, which is nothing by Obama standards. Keep in mind your "fiscal" criticism is pretty ridiculous given that Obama has tripled the deficits over GWB era deficits. $20-30B/year is literally chickenfeed by Obama standards.
