Who said it wasn't populated in the CBO model? No one. You're the one who was trying to claim that the participants were a separate "variable." The CBO know better. Dude, what do you do for a living? LOL. Funny you should ask. One of the things I have done for a living is this very thing. I got a kick out of the query the other day about my publications. As it turns out, somewhere in Uncle Sam's archives or dustbins are documents estimating program costs produced by moi.
