You're the one who was trying to claim that the participants were a separate "variable."

You are sassing me right? Look, you include a PO into a simulation , and you estimate that, based on a reasoned set of demographics, x% of the potential pool will join the PO, that the PO will reimburse based on Medicare rates or Medicare + 5%, then you model....what's so hard to understand about that?

As it turns out, somewhere in Uncle Sam's archives or dustbins are documents estimating program costs produced by moi.

But you say simulation doesn't work...that you can only learn empirically? That's weird pal...
