It is complicated but in a nutshell what you wrote is what happened. Foreign Government stole innnocent people's money to pay off their depositors who didn't have insurance to begin with. UK claims EEA Treaty covered...total BS. YOu can read the treaty yourself and come to the same conclusion. Although the article doesn't come out and say nobody had insurance before the default, it's clear they didn't otherwise why would Government's pass laws to provide insurance after the default.
