As a CT taxpayer and employer my perception of CT State employee benefits and pay is quite rich compared to the private sector.

1) 35 hour work week.
2) 3 paid Personal leave days.
3) Vacation, 12 days when you start and it goes up to 5 weeks with 20 years.
4) Sick days (which accrue like vacation).
5) 12 Holidays.
6) Let's not forget the coffee breaks built into the 35 hours.
7) Pension is 2% / year of average salary and you need 10 years to vest.
8) The state just had a buyout where they added 3 years of service.
9) Health benefits (I think as a compromise in the last budget the employee contribution went for 25 to 55 / month or contributing $660 for a $18,000 benefit.
10) Flex time (I know of one state employee who works 4 ten hour days one week and 3 ten hour days the next and takes 3 and 4 day weekends respectively).
11) Guaranteed bonus after 10 years.
12) Tuition reimbursement.

As for pay levels that I've seen non managerial state employees pay is equal to or exceeds the private sector and only at the large employers are managerial levels higher than state managerial levels.
