Face recognition is not really there for that sort of application.

Except for this, what you describe will be common capabilities of cloud computing. You can already do this with Android.

But they wouldn't be difficult to implement. Writing a Rails app to do the portfolio thing would take about a week on the outside. The weather thing would be pretty simple also. Weather.com already has a Windows-based applet that does something similar, all it would take is updating your location with the GPS.

So, why not get busy? The Android SDK is available for Linux. These sort of apps wouldn't be all that difficult to write. And placing things in Android Marketplace is a snap. You have the software skills, so why not use them?
