How about 0% for all under a million... Consumption tax for all, then 15% on top of that for the mega earners.

Well not really, we could slash it a lot and still not reach the bone considering how bloated its gotten, but I'll accept the slashing as "to the bone" for now to avoid getting bogged down on a semantic point that isn't very important to the discussion at the moment. But without slashing government we can't have a system I'd really call fair.

what is a 'fair' system for the 50k guy and the 350m guy in your eyes?

In a sense no system will be fair, esp. a system in the context of big government. More generally fair is very subjective. Fair could be considered "from each according to his ability to each according to his need", or a progressive tax structure, or equal percentages for all income levels, or equal dollar amounts from all income levels, or not having any tax since any tax is essentially extorting away peoples income.

Considering that I'm not sure I'd pick any particular system as fair (I'd tend to categorize tax systems by their level of interference and reduction in freedom, and by their practical results rather than how "fair" they are), but there are some that are rather unfair. Anyone paying over half their income in taxes, or even just over half their marginal dollars, at any point as their income or other measurement goes up, in taxes is particularly unfair.
