i assume lots of kick backs during the project to building inspectors , contractors, etc. a terrific example of no one guarding the hen house. Must have been tremendous conflicts of interest between investors, labor and city. Certainly, the construction crews observed what was going on and said nothing.

One of the buildings at City Center Las Vegas got caught short of structural steel and was capped off at 25 + stories instead of the 50 it was supposed to built to.

As it is it probably can only be used for storage.

The contractor may have been either trying to make money or save money - who knows... Who does know may be sitting at the bottom of Lake Mead wearing a cement jacket.

How does one have a shambles of a building in only 9 years, at the cost of MILLIONS?

I don't know much about high rise building standards, but I'd guess they used substandard reinforcement brackets to cut costs, and someone pocketed the difference.
