Yes labor is usually the one part of capacity utilization driving inflation. In the U.S.'s current debt/deficit situation, I think much higher prices and interest rates would be driven by lack of confidence in U.S. debt. I don't know if that's technically called inflation in economics or not, but it certainly results in much higher prices.
