Reviewing the list of issued permits, it doesn't appear any permit has been issued yet:

There's several types of environmental permits that may apply here, but the BIG P20 will at least need a NYSDEC Air Permit for small boilers. These permits are issued on potential to emit and ussually require certain operating conditions to be met such as regualar tune-ups, limits on type and quantity of fuel consumption, and may require monitoring and control devices.

Reviewing the list of issued permits, it doesn't appear any permit has been issued yet:
dec.ny.gov

You can review some of those permits to get a grip on what kind of operating conditions are imposed.

It doesn't appear that an application has even been received under the JBI name yet.
