I would think that the most likely of an unlikely bunch of candidates. Didn't you see the comments about civil war on this thread?

As for your impression, they're rattling chains for effect. If you can scare others into thinking you'll attack them, you're less likely to need to attack them. We Americans are supposed to be able to pick up on the code, to get the joke, so to speak. When we treat the other guys as demons, our brains storm right over the subtleties.
