The Obama administration might be under the impression that raising income taxes, even on the rich, isn't as easy as it seems. Not only that, but the Republicans would NEVER allow it.

A VAT is more of a "bipartisan" solution. Conservatives don't mind that as much as income taxes (though Obama wants both).

Plus spreading the wealth means spreading the pain around. Why only punish those making a lot of money? We should also punish those spending a lot of money.

Momentum for the VAT will be picking up very soon.
