well then there wouldn't normally be a capital gains tax on it due to cap gain primary residence exclusion....something here just doesn't add up...if there is a new tax being levied on primary residence sales, that would be a monster...it's hard to imagine that would have escaped scrutiny

Just got off the phone with an escrow offer friend in California and they have not heard of such withholding.
