Consider the Compaq Presario 2100 which was reviewed in PC mag zdnet.com. which you can get for $1K with monitor!. It includes sound and 2.1 gig hard drive. Compaq is now selling the 2200 <http://www.compaq.com/athome/showroom/systems/2200.html> which looks about the same as the 2100.

I am guessing that they will sell a boat load of them this Christmas but the margins must be pretty low and they are probably squeezing the component makers hard also.

Make it 16-bit sound, no speakers, 16MB, 8X CD and buy them
bulk from pic-n-save and I think you're below $1000 for Cyrix.
