Think of trying to control a puppet with strings a mile long, or trying to control any remotely operated "thing" from a mile above it and everything in between is moving in any of 6 directions at all times -- oh, and you can't see it, only a dim image on a monitor.

It's not like you can just drop the dome right on top... look how far the rig itself drifted/glided through the water on the way down -- 5000 ft down -- it would be pretty hard to take a dome a mile up in the air and drop it into place on the ground from a mile up... think about it...

Dome over blow out - there are several issues, I think the dome itself was/has been quickly fabricated, the delay is (1) where/how do they store the oil that they capture and (2) how to safely connect to the storage. I believe that they are planning to use the storage aboard the drilling rig coming to drill the relief well, so they are designing to tie into the storage on the relief rig.
