What does highest mean in this context? Most powerful, in terms of actual physical deterrence, but more importantly in terms of the strength of the deterrence (against nations, terrorists are less deterred since they can be less rational, and since they present less of a target for such weapons). It not only has a fairly direct deterrent effect, but it shapes the whole situation and the mindset in which people make decisions or even form the attitudes that lead to decisions.
