The investment banks, and other "non-traditional banking industries" could have dabbled in the mortgage market without Gramm–Leach–Bliley, they just wouldn't have been able to merge with the regular banks.

"You can have either part without having the other."

But we didn't, Tim. We got them both at the same time.


And if we didn't we still could have had either one. The fact that both happened together doesn't make them the same action.
