Actually, the pressure at the point where the oil enters the seawater is about 2200 psi. It can be no more or less because that it the hydrostatic pressure of a 5000 foot column of seawater. Therefore the pressure inside the riser pipe just upstream of the end is slightly over 2200 psi.

The pressure back at the BOP stack would be 2200 plus the pressure loss due to flow plus the static head difference.

I suppose the team designing this oil recovery system has made all kind of calculations and modeling on their fancy computers.
I have been real curious as to how they play to seal around the riser, but I don't know anyone working on the project. A look at the inside of the "dome" might give some clues.
