What criteria would you use to select which employers and apartment owners you would go to? Not enough resources to do them all on a continuous basis.

You can say the exact same thing about the Feds.

Suing the federal government isn't getting anywhere, and I don't think federal agents will be protected from accusations of racism.

In fact, I think that's a major reason why the Feds aren't enforcing immigration law. They or their superiors are too afraid of the race card.
