JeffCo is far more than Birmingham. It stretches a long way. and the Cahaba River runs through a southern portion and is a kajaking site among other things. If a stadium to bat a ball around in costs that much, I'm not sure the coin is too high for what they are actually trying to do with the sewer system and the amount cities and towns covered. the theft was in ways not necessarily aligned with inflated prices.

Jefferson Country has only 600K people. Without knowing the details, $5 billion for the repair/replacement of the existing sewer system seems like a lot to me. What's clear is the county couldn't afford it and may be forced into BK.
