As for where HAL's CEO works I don't know and it doesn't matter much.

But it does matter. A few years back, Boeing moved its headquarters from Seattle to Chicago. Since then, Boeing has cut back on its donations to the city, cut back on expansion plans, and had demanded extraordinary benefits and concessions to continue doing business here. That was very much part of their strategy for moving to Chicago.

In the case of HAL, they did not want to be subject to the laws of the US....that's why they moved to Dubai. Typically when a corp. office moves from a city, the city loses out in the end.
