Hamas is the duly elected government of Gaza. Lots of abusive governments have been elected. The truth is Israel wants complete control over the territories so it can do what its wants with them If it ever did, it doesn't want control of Gaza anymore, it just wants to be sure that no attacks come from Gaza. To the extent they want control its for that purpose. If Hamas, and its supporters in Gaza, had concentrated on building a future for the people of Gaza once Israel pulled out, than things in Gaza would be better now (which doesn't mean good, esp. by American standards, but much better than they are now), instead they concentrated on eliminating the opposition, and attacking Israel.
