Perception should be adjusted to correspond to reality. There may well be plenty of racist police. However, I'm pretty confidant a white person can get into the same situation you describe seeing. Make the cops chase you, fight them and you're going to get your ass kicked. That Rodney King thing .... there were black cops at the scene and King had made the cops chase him a long time .... police are human and they're affected by emotions and adrenaline like everyone else. That doesn't make losing control okay, but it can still cause it to happen.
