They're in my neck of the woods. I see that they work hard, have solid family values and add some real spice to our melting pot. Some of them are criminals, just as some of we are. I think if you want to stop them, you'll need to terrify employers with harsh sanctions so they won't hire them. But, (R)'s have never been willing to do that. Just treating them like a castigated lower class isn't going to work.
